☆ 揺れる中日関係 ―――――――――――――――― 2005/05/04
外相と首相が今回インドネシアのバンドン会議で、中国国家首席胡錦氏と会談
を行った。小泉首相は、１９９５年の村山総理の謝罪を引用して中国側の理解
を求めたようだが効果はあまりないようだ。ーーこの会議前、何人かの閣僚が
靖国神社に参拝したという。
中国側が求めているのは、日本の政府代表が、言葉だけでなく行動でその誠意
を見せてほしいということだろう。言行一致ということだ。日本が誠実でない
という主張は一貫して中国側に流れている。
４月１２日、オーストラリアのＡＢＣ放送をインターネットで聞いていた。
北京の日本大使館、日本レストランに対する投石、デモ。―――中国市民二万
人以上が、日本の歴史教科書書き換え問題に対する抗議行動だ。警官隊が入り
かなり荒れている模様だ。
上海では、日本人留学生が殴られて怪我をしたらしい。首相をはじめ日本政府
のお偉方は、中国政府に今回の暴動の責任があると言うが、中国側は、適切な
措置をとった、民衆の本心の現われだと言う、責任は日本政府にあると言い張
る。
小泉首相が、直接中国に出向いて頭を下げ、教科書問題も、靖国問題もすべて
私が、日本が悪うございました。すみません。と言えば納得してくれるだろう
か？
―― 明らかにアンチ日本と思われるメールが生徒から来た。
彼女の曾おじいさんが対日戦争で亡くなったこと、歴史教科書の書き換え問題
などに怒りをおぼえているようだ。ーー私は次のように説明した。

私の置かれている状態を理解してくれていると思っています。反日感情がエス
カレートする中、日本の友人はみな私の身の安全を心配しています。私ができ
ることは、せいぜい日本人っぽく見えないように振舞うこと、日中間の繊細な
問題には触れないことぐらいでしょうか。
ーー少なくとも、授業ではこの話題は絶対口にしません。
こうした個人的なメールの交換によって、日本軍が戦争中に行った中国人への
虐待についてどう思っているかが分かります。
私は常に公平な立場、相手の立場に立って考えようと努めています。みんなが
信じている報道は、すべて中国側からのもの、偏見もあるかもしれません。
だからこそ、私は日本・中国・韓国・オーストラリア他の国でどう報じられて
いるかを比較するのです。とても違います。まだ、どの報道が真実に近いのか
分かりません。
中国で暮らす日本人としては、とても肩身が狭く萎縮しています。こんな私の
心情を分かって下さい。そして授業ではこの問題については話さないように。
こうやってメールで意見を聞かせて下さいね。

その生徒からは、積極的な返事がその後何度もあった。

国はその人の根源です。母国を愛することができなくて、どうして他国を愛せ
ますか？
ほとんどの日本人が平和を愛する国民だということは分かっています。日本の
弁護士の中には、戦後保障に関して中国人を助けようと奔走している人がいる
ことも知っています。とても感動する出来事です。
心配なのは、現在日本に右翼が台頭してきていることです。彼らは中国を敵国
とみなし、中国を制圧するためにアメリカに追従しているのです。中日戦争に
関する歴史問題は、私にとってとても心が痛むことです。私の曽祖父が、この
戦争でなくなったからです。この話を聞くたびに、私は怒りを覚えると同時に
悲しくなります。
歴史を正しく認識して初めて将来の展望が見えてくるのです。歴史の書き換え
ーー恥ずかしいことです。どうして日本政府があの悲惨な戦争を、今になって
美化しようとするのか分かりません。過去の歴史が次第にまた繰り返されるよ
うな気がしてなりません。恐ろしいことです。
こんな気持ちをクラスメートと話し合いたいと思っていますが、先生にご面倒
をおかけすることになるでしょうか。心の交流があって、初めて本当に親しく
なれるのだと思います。ーー国籍文化はちがっていても。
中国に滞在中の日本人に対する投石や暴行は許されないことです。中日関係に
とって無益であるばかりでなく、害を及ぼします。言葉による交渉を支持しま
す。暴力は絶対にいけません。
韓国人の友人は、ほとんどの中国人よりも反日感情が激しいようです。どうし
て日本政府は、他のアジア諸国との関係を改善しようとせず、アメリカに追随
することに夢中になっているのでしょうか。

―― Fragile Sino-Japan Relationship ――
Japan’s foreign and prime ministers were in Asia-Africa
Summit in Jakarta and had a talk with the Chinese
president Hu Jintao. Mr.Koizumi expressed deep remorse
and heartfelt apology quoting then-prime minister Mr.
Murayama
’s remark in 1995. However, the response from the Chinese
side was not positive. Because some lawmakers were
visiting the Yasukuni Shrine right before the conference,
they think Japan
’s attitude is not sincere.
“Be as good as your words.” is what they want the
Japanese government to do.
I was listening to the ABC (Australian Broadcasting
Corporation) program on the Internet radio. There were
rallies and marches in Beijing and other big cities in
China. In Beijing, angry people threw stones at the
Japanese Embassy and Japanese restaurants. More than
20,000 Chinese citizens held rallies to protest against
the controversial history textbook issues. Police was
mobilized to calm people down and to protect Japanese
civilians.
In Shanghai, some Japanese college students were hit and
injured by Chinese citizens. China-Japan relationship
seems to be deteriorating. Japanese prime minister and
other high ranking officials say the responsibility lies
in the Chinese government.
Meanwhile China claims the government has taken
appropriate measures to calm the riot down and the Japan
has its responsibility for revoking the Chinese people.
They say this incident is the reflection of the true
feeling of Chinese public. If only Koizumi pays a visit to
China and have a direct talk with the Chinese president,
the tension will be eased. He should apologize for the
Japanese military aggression from the bottom of his heart.
Then will all Chinese forgive and forget about the
Japanese past wrongdoings?

To tell the truth, I'm so anti-Japan these days, because
of the Japanese History Textbook Problem
My response to her：
I hope you will understand my situation. Everyone in Japan
is worried about my safety in China where ANTI-JAPAN
sentiment is escalating. All I can do is not to make
myself look like Japanese and not to talk about this
sensitive issue. At least in class, I will not talk about
it.
But this personal email exchange is a good way to know how
students feel about the Japan's past aggression. I always
try to be fair, see things from the other person's points
of view. The media report you believe is from China, and
it could contain some bias. This is why I compare all
media reports from Japan, China, Korea, Australia and
other countries. They are very different. I still do not
know which one is closer to the truth.
As a Japanese, living in China, I feel very small and
humiliated. I hope you will understand that, and please do
not talk about this in class. Please just write to me in
this manner.
She responds positively as follows.
First I should say that I love your class very much. I
just can
’t stand the Japanese government. I clearly know that
most of Japanese people are friendly.
In my opinion, country is a root of man. If someone
doesn't love his own motherland, how can he love anything
else? I know clearly that most of Japanese people like
peace, and some kind Japanese lawyers even help Chinese
litigants to litigate about some postwar problems at all
costs. These are so moving. What I'm worried is that there
are more and more right wingers in Japan now．
They think that China is their enemy and just follow with
USA to control China. What hurt me most is the history
problem of Sino-Japanese War. My great-grandfather was
killed in this terrible war, so when I heard it I feel so
angry and sad. Inspecting the history can see the future
more clearly; it's not a shameful thing.
I don’t know why Japanese government beautifies the
terrible history now. It seems that history comes back
step by step, and it's really a fearful thing. I like
sharing my feelings with others, but don
’t know if I trouble you very much. I think after
communion, hearts will become more and more conversant, no
matter what nationality or what culture.
I’m totally against the rude movement like throwing
stones or hit Japanese people. It's useless even harmful
to the Sino-Japanese relationship. I support the way of
negotiation, really hate violence. I have some Korean
friends, and they seem even more anti-Japan than most
Chinese people. I don
’t know why Japanese government doesn’t want to improve
the relationships with most of the Asian countries, and
just follows on the heels of USA so fervidly.

いくら謝罪しようと、中国・韓国は反日はやめられないと思います。反日を煽
る教育、即ち国家ぐるみの歴史捏造を今後も続けていかなければ、自己矛盾に
よって崩壊する可能性があるからです。
インターネットの普及によって、日本は自虐的歴史観から目覚めようとしてい
ると感じています。これらの動きを右翼化と感じているのでしょうが、これは
日本の問題であって、中国や韓国からどうこう言われる問題ではありません。
右翼化ではなく、客観的歴史観を見ようとする民主国家の正常な働きであり、
日本の社会がまだ自由な国であることの証でしょう。それを難癖つけて非難す
るのは、中国がよくいうところの内政干渉であると思います。
一方、現時点で不幸なのはどこの国でしょう？今、私は中国にいますが、貧富
の差がこれほどとは思いませんでした。反日を煽りながらその一方で軍事力を
拡張し続ける国、原爆を保有しそれを日本に向けている国、情報統制より自由
がない、片手落ちの経済大国予備国家。自国内の大量虐殺の歴史を、美化して
教えている国。
ーーこれらの歪を誤魔化すのが反日政策ではないでしょうか？
日本の周辺国は、残念ながら民主国家といえる国がありませんし、日本の防衛
のためには、現時点ではアメリカ追従にならざるを得ません。周辺国家があま
りにもヤクザ的発想の人治国家ですから。
中国人が、日中戦争によって親族を殺されたといって嘆く気持ちは十分理解で
きます。しかし、戦争によって人が亡くなるという摂理・哀しみは中国人だけ
に当てはまるものではありません。
ーーーーでも、それをいつまでも他国の所為にしたりしないのが日本人です。

日本人は、第二次大戦で敗れたこと、そして広島・長崎の原爆により、戦争の
加害者であるより、被害者だという意識を持っていると思います。それが中国
・韓国の人々には理解されていません。原爆投下を正当化するアメリカ人も多
いと聞いています。
リメンバーパールハーバーと言って、真珠湾攻撃を日本人のズルさだと思って
いる人もいます。
南京虐殺事件は、ただ『南京事件』として習ったように覚えています。とにか
く国の政策は学校教育にも影響します。中国が、現在、小中学校でどのような
歴史を教えているのか、私は実態がわかりません。――今教えている大学生た
ちに訊くことは憚られます。申し訳ありません。
ただ、ひとつ言える事は、中国の人たちは個人主義です。
国の政策に従っているように見えますが、実際は自分と家族が中心です。大学
の一年生は、軍事訓練の実習が義務づけられていますが、どんな思いでこれに
参加しているかは分かりません。
外国人、そして日本人として中国で働き生活している私は、中国の人達の言動
を常に観察し、新聞の報道を読み、公平な目で判断しようとしています。日本
にいると、なかなか真実が見えません。日本のほうが、画一化された報道が多
いのではないかとも思えます。
中国の報道は、確かに日本をバッシングする内容が多いですが、事故、病気、
犯罪などの報道と写真はリアルです。思わず目をそむけてしまうような写真も
載っています。一目瞭然ですね。
問題は多々ありますが、処置もキチンと行っているといいます。ーーでも問題
が次々に出てきて、政府としても対策が追いつかないのではないでしょうか。
日本の２６倍の国土、１０倍の人口を持つ発展途上国、中国。
―――日本人の尺度では測れないものが多いですね。
